Power savingA package of measures that reduces the negative impact on the environment and saves money on the purchase of energy sources.
The Energy Saving and Energy Efficiency Program is a document that lays down certain rules in the field of energy saving for specialized organizations.
Which institutions and organizations are needed to implement energy saving programs:
organizations whose activities are subject to government regulation;
state and municipal institutions;
undertakings engaged in the production or transport of fuels and energy sources (fuel and energy sources);
organizations in which the energy efficiency and energy saving program is financed from the local (federal) budget;
organizations that spend more than 50 million rubles a year on fuel and energy resources.
The purpose of the program- heat and electricity, natural gas, fuel, water, etc. the efficient use of resources and the organization of an overall comprehensive approach to the implementation of the various procedures for energy savings.
The planned goals will be achieved through:
increasing the productivity of electricity and heat supply systems, water supply and sewerage networks;
use of highly efficient equipment and materials;
introduction of the latest and proven technologies for energy saving;
installation of measuring instruments;
organizing various measures for the economical use of energy and resources. For example, staff training, monitoring the operation of heating equipment, monitoring the dynamics of energy consumption, etc.
Based on these regulatory documents, an energy saving program is developed:
"On saving energy and increasing energy efficiency";
"Requirements for regional and municipal programs in the field of energy saving. . . ";
"Further measures to promote energy saving";
"Increasing energy and water efficiency. . . "
"On a procedure for setting the requirements for energy saving and energy efficiency improvement programs for regulated entities"
The above program includes without error:
Information on target indicators that can show a reduction in consumption in a physical sense and under comparable conditions;
List of energy saving measures (organizational, administrative, technological, aggregation and automation);
Explanatory note;
The passport of the program.
Stages of program development:
First, professionals collect data on resource use for the last year of operation of the business. This is aided by meter readings as well as accounting documents;
Energy assessments of buildings and structures are then carried out (if necessary). The reasons for the unjustified consumption of energy sources are clarified. The potential for energy savings is assessed;
They set targets and indicators for energy consumption. Energy efficiency measures are developed and technical and economic indicators for these measures are calculated. They determine the amount and source of funding;
The passport for the energy efficiency program is being developed.
Important points in the development and implementation of energy saving programs:
Budget organizations must reduce their consumption by at least 3% per year. Budget fund managers monitor compliance with this requirement and savings in excess of 3% remain within the company or institution;
It is forbidden to buy products that are not energy efficient. These are incandescent lamps, etc. At least 5% of the luminaires purchased must be LED lamps. At least 10% of the insulating glass units installed must have a low-emission coating;
Installation of measuring devices is a mandatory event.
For organizations carrying out regulated activities (electricity, water, heat, etc. ), the Energy Saving and Energy Efficiency Program will be developed for 3 years if an investment program exists - for the duration of the program.
